The Barangay Ma-ao Council, through the Barangay Tanods, conducts regular roving and monitoring activities within the barangay to help maintain peace, order, and safety in the community.
The Barangay also implements Katarungang Pambarangay, providing a community-based mechanism for the amicable settlement of disputes among residents and promoting peaceful resolution of conflicts at the barangay level.
Through these efforts, the Barangay Government continues to promote a safe, peaceful, and harmonious community for all residents.

I. MANDATE: As the basic political unit of the government, the Barangay serves as the primary planning and implementing unit for government policies, plans, programs, projects, and activities at the community level. It also serves as a forum where the collective views, needs, and aspirations of the people are expressed, discussed, and given due consideration. Furthermore, the Barangay provides a venue for the amicable settlement of disputes and the promotion of peace, order, unity, and the general welfare of the community.
II. VISION: By our examples, through living out all Filipino values enshrined in the constitution, we, the council members o Barangay Ma-ao, envision a progressive, peaceful, harmonious, and beautiful barangay and community of people who are God-fearing and united, who place the good of one’s country above all, who are diligent and honest, who avoid crimes and corruption, who recognize the absolute value of human life and human dignity, who love the earth and preserve natural resources, who live and work together in harmony, who respect human rights and comply with duties and responsibilities, who stand up for the truth, who obey the laws if the land and support government programs and above all, put the welfare of the greater number of people over their own.
III. MISSION: The Barangay Council of Barangay Ma-ao guides the community, being inspired by Christian ideals, supports and upholds the constitution of the Philippines, embraces the principles that leaders are to serve with greatest privilege and honor, looks after the welfare of the people and safeguards public interests, implements projects and programs for the common good, and ensures the paradigm of public office as a public trust, as the guiding principle in carrying out duties and responsibilities.

We commit to effectively and efficiently fulfill our duties of delivering quality and sustainable services, as mandated by our powers and responsibilities, and as stated in this Citizens’ Charter.
On Vicinity
The barangay shall promote a smoke-free barangay hall for the safety and health of its employees and visitors.
The barangay shall provide a clean and sanitary comfort room for all the employees and visitors.
A waiting area should be provided for the visitor’s convenience.
The barangay shall prom 1ote an environmental friendly atmosphere within and outside its vicinity.
On Customer Service
The barangay shall train and empower employees to be courteous and to be customer oriented at all times.
The barangay shall provide priority comfortable waiting areas for the women, the elderly, children and the differently-abled people.
The barangay shall provide assistance to the pregnant, elderly and the differently abled people at all times.
Attend to all applicants or requesting parties who are within the premises of the barangay prior to the end of official working hours and during lunch break.
All employees should prioritize the needs of all the visitors at all times.
On Inquiries regarding Barangay Services
All employees shall respond for not more than 2 minutes to all the inquiries and concerns of all its visitors.
All complaints shall be addressed to the Punong Barangay and shall be responded upon immediately for not more than 2 days upon receiving the letter.
A copy of this citizens’ charter shall be posted to the easily identifiable areas within the vicinity of the barangay for people’s reference regarding the services of our barangay.
On Receiving and Responding to Letters
Receive all letters addressed to the barangay and log it properly for tracking purposes.
The barangay shall respond immediately within 2 days upon receiving the letter.
The employee responsible for receiving the letter shall endorse the letter to proper office within the day the letter has been received.
We commit ourselves to be exemplars of good governance and of good citizenry by providing examples of transparency, accountability and pro-people measures. We surrender ourselves to the will of the people of which we are serving, towards a just, humane and innovative barangay.
